I think he means the track has an anti-climax in it, not that the song is an anti-climax. However anti-climax's almost always make the song one, like in Adam Bass meets Outragers - No Lies. (Thats the only one I can think of, the rest are shit) So your interpretation wasn't entirly wrong.
